In order to reach the Atlus Plateau, you lot tin proceed through the Ruin-Strewn Precipice or utilise the Grand Lift of Dectus to skip it. In order to activate the Lift, you'll need the ii halves of the Dectus Medallion.

Dectus Medallion (Left) Location - Fort Haight in East Limgrave

In southeast Limgrave, due south of Mistwood, in that location is a identify called Fort Haight. (You may have been asked to come here by Kenneth Haight, the lord of the fort)

Make your way to the top of the tallest tower and loot the chest to obtain the left one-half of the medallion.

Dectus Medallion (Correct) Location - Fort Faroth in Dragonbarrow

In the Dragonbarrow, you lot can find the abandoned Fort Faroth, southward of the Modest Erdtree. Head within to detect all manor of bats and sirens. Either fight your way through or just sneak/run to the ladder at the terminate to achieve a ladder.

Climb to the top to find a breast containing the right half of the Dectus Medallion.

The Grand Elevator of Dectus Location

Head to the northeastern corner of Liurnia of the Lakes to notice the lift, then use the medallion to ride up to the Atlus Plateau and continue your adventure.
